LT+3.0 shouldn't cause a problem updating from any dashboard post-13599, so you should be able to go from 16203 to 16537 (which is what Watch Dogs and Assassin's Creed Rogue both have on the disc) or even straight to 17526 (which is the latest and I assume what you have on USB).
